Outcomes:
The meeting included a discussion about volunteers' preferred methods of communication, aiming to maximise engagement rather than making assumptions that all individuals respond equally to the same approach.

Summary:
The CPG meeting focused on strengthening transparency, accessibility, and assurance in procurement processes. Members requested clearer updates on contractor changes, the status of completed and ongoing procurements, and greater visibility of scoring and tender documentation. Concerns were raised about services affecting elderly and vulnerable residents, particularly around gardens, handyman services, and call alarm upgrades, highlighting the need for simple systems and non-digital communication methods. The group also discussed improving consistency in scoring criteria, managing risks linked to informal contractual arrangements, and ensuring procurement processes are fair, observable, and free from political bias within social value assessments.
Tenant representatives highlighted the importance of procurement decisions reflecting the lived experience of residents, particularly elderly and vulnerable tenants. Emphasis was placed on services being easy to use, clearly communicated, and accessible, with a preference for non-digital communication where appropriate. The group raised concerns about continuity and quality of services such as gardening support, handyman provision, and call alarm upgrades, stressing that changes should prioritise safety, simplicity, and reliability for residents. Overall, the discussion reinforced the need for procurement processes to remain transparent and fair, while ensuring outcomes deliver genuine value and reassurance to tenants.
After a meeting during the 2024-2025 financial year, the group agreed on their future involvement in our procurements. They decided to focus their time and participation where it would be most valuable, avoiding procurement or contract engagements that were too technical.
The group have introduced an 'observer' option to our procurement process. This allows individuals who prefer not to score or review tender information to participate by observing the technical team during the scoring process. The aim is to ensure full transparency and reinforce our commitment to making contractor selections that best serve the interests of our tenants.

Summary:
Mark Jarrett was introduced as interim Senior Procurement Manager. His priortities are supporting implementation of the Procurement Act 2023, developing a prioritised procurement pipeline, undertaking service reviews, shaping an operational procurement strategy, strengthening contract management processes, and improving delivery models and documentation.
