Pettifer Way, Longland Way, Chairborough Road,
The Castlefield Star Blocks, which include all 72 flats located in Chairborough Road and Pettifer Way, as well as the 25 homes in Longland Way, are being prepared for redevelopment. We have a number of property guardians living in some of the flats.
We are working towards demolishing the existing buildings and replacing them with approximately 180 high quality homes. Plans will provide appropriate parking spaces for residents and visitors. The development is split over two sites:
- North site – Pettifer Way & Longland Way
- South site – Chairborough Road
The homes will mainly be a mix of one and two bedroom apartments, incorporating a private balcony or garden space. We are also proposing to provide a small number of 3 bedroom homes with private gardens.
We are pleased to be able to offer a range of tenure options, as well as some homes for sale. This mix will help to regenerate the area and provide affordable options for those people who have aspirations to own their own homes.
Since we started this project in 2012, as part of the promises that we made at transfer from Wycombe District Council (WDC), we have faced many challenges with the proposed regeneration.
The nature of the site is complex, due to its topography, ground conditions and levels, which mean that building a scheme of this scale will be very expensive and take time to develop. With these challenges in mind, we have tried to work with WDC to put together designs that sit within the landscape and are acceptable to planners. Unfortunately, a combination of issues – which have incurred substantial additional costs that were not expected – have meant that we continue to face delays with this project which should have already started on-site.
Having decanted our residents early in the redevelopment process, to make sure that we didn’t hold up any site work, the buildings have remained empty, but we have also used them for some Temporary Accommodation and Property Guardians who have been volunteering in the local area.
Throughout our ongoing discussions with planners at WDC, we have been reviewing our approach and designs, at considerable extra time and expense, to make sure that we get the approvals that we need from the local authority.
Our latest scheme, which we plan to submit in August 2018 subject to Board approval, will provide a higher number of homes than originally planned, so that we reduce the amount of subsidy that is required (subsidy is the amount of money that the Red Kite Group will need to put into the scheme and will never get repaid through rents and other income).
Given all of the challenges we have faced – including redesigning the scheme and having to carry out additional surveys to satisfy the local authority – we have experienced significant delays, but remain absolutely committed to delivering these much needed homes in the area.
We are looking to submit a revised planning application in August 2018. As we have done since we started work on this project, we will keep customers informed and keep this page of our website updated..
