Pettifer Way, Longland Way, Chairborough Road,
As part of the promises we made at transfer, we said we would regenerate the Castlefield Star Blocks, which includes all 72 flats located in Chairborough Road and Pettifer Way, as well as the 25 homes in Longland Way. We have already held workshops with tenants and leaseholders, met with all residents individually to talk to them about their needs, set up our Regeneration Panel made up of tenants and leaseholders to help us make decisions and made great progress with the project.
We had a previous scheme prepared and ready to submit to planning during March 2017, unfortunately on reviewing the scheme our Board raised concerns about the high levels of subsidy (money that Red kite would have to put into the scheme but will never get back) required, so a redesign of the scheme was undertaken with a view to increasing number of homes on the site in order to reduce the large amount of subsidy required.
With approval from our Board and in consultation with our Regeneration Panel, we are now moving ahead with a revised design for our flagship regeneration scheme which will see the existing buildings demolished and replaced with high quality new homes in the Castlefield area. Working with a number of consultants, our architect has designed a scheme that will see 188 homes built providing appropriate parking spaces for residents and visitors.
The development is split over two sites:
The homes will be an equal split of one- and two-bedroom apartments incorporating a private balcony or garden space. We are also proposing to provide eight 3&4-bedroom homes with private gardens.
We are pleased to be able to offer a range of tenure options, as well as some homes for outright sale. This mix will help to regenerate the area and provide affordable options for those people who have aspirations to own their own homes.
We have worked with our architect and consultants to develop the new designs. A public consultation was held in February 2018 which indicated 80% of those attending was in favour of our proposals. Another public consultation event was held on site in October 2018 which also showed overwhelming support from the local community. Our proposals have also been reviewed by an independent design review panel and by Thames Valley Police crime prevention design adviser. Their comments and feedback from our public consultation events have been considered and incorporated into our proposals where possible.
During the last public consultation, we collected feedback on two options for the external appearance of the buildings. There was positive feedback for both options and our design team have prepared proposals which incorporate ideas from both options.
Our proposals have been submitted to Wycombe District Council for planning approval and we anticipate a planning decision by the end of August 2019 and to start work on construction shortly after.
As we have done throughout this project, we continue to fully involve our customers, stakeholders and specifically our Regeneration Panel and now Development Panel who have helped us to make many of the decisions involved in this exciting and much anticipated scheme.
